Overview of AHFC's Energy and Construction Programs and Requirements

In general, AHFC may only finance the purchase of homes if they meet Construction Inspection Guidelines and the Building Energy Efficiency Standard (BEES).

For new construction, compliance with the construction guidelines is usually provided by ICBO Certified Inspectors.

Compliance with the Building Energy Efficiency Standard is most often met by having a Home Energy Rating done from new house plans and then an "as-built" rating once the home is complete. AkWarm Certified Home Energy Raters perform these services using AkWarm Energy Rating Software  and diagnostic tools such as a blower door to measure house air leakage.

The AkWarm Energy Rating Software "looks" at each home’s unique system of insulation, air tightness, windows, doors, heating and ventilation system, water heating system and other factors to determine the home’s overall energy rating level. Energy ratings are based on simulated performance of the whole house, not a "one-list-fits-all" set of requirements.

New homes which achieve an AkWarm energy rating level of 4 Star Plus or better meet the energy standard. A higher rating such as a 5 Star or 5 Star Plus qualifies the homebuyer for an Energy Efficiency Interest-Rate Reduction Program on an AHFC loan.

Buyers of existing homes can also participate in the Energy Efficiency Interest-Rate Reduction by increasing a home's energy rating and "rolling" specified improvement costs into the mortgage. The level of improvement in the home's efficiency determines the reduction in interest rate.

The Small Building Material Loan Program program may be used by residents of "small communities" for making energy or other improvements on a primary home.

Renters or homeowners who meet certain income limits may participate in the Low-Income Weatherization Program.

The GOAL Program provides grants, federal tax credits, and zero-interest federal loans to developers and project sponsors who build affordable rental housing for low-to-moderate income families and seniors. The program is open to for-profit corporations, non-profit agencies, individuals, and regional housing authorities.

The Supplemental Housing Development Grant Program provides AHFC's capital funding to Regional Housing Authorities, which use the funds to supplement housing projects approved for development under the U.S. Department of Housing and Urban Development (HUD) Housing Development Programs. The funds in AHFC’s program are limited to 20% of HUD’s Total Development Cost per project and can only be used for the cost of on-site sewer and water facilities, road construction to project sites, electrical distribution facilities, and energy-efficient design features in the homes.ENERGY STAR Home
